How to use baseline

I know that countless people ask about how to use a baseline, but I can't understand how to control it. For example: I create a project and related tasks to it. I informed dates e efforts. I finalize e saved the baseline. How and where do I inform the system that that specific  task did not happen on the date marked on the baseline?
