Project Manager cannot change Milestone dates

We have been having some issues in the past couple days.  I (a superuser) have created a project and made one of my team the Project Manager.  She cannot change milestone dates (they have a padlock).  I can change the dates. 

Also, for some of the individual line items in subprojects for which she is the PM, she can add a predecessor, Clarizen says "updating server," and when the page refreshes, the predecessor isn't there.  A couple times we were able to get the predecessor to show up by loading the subproject uniquely, and two minutes later it would refresh and the predecessors were gone.  Not sure if this is unique to one of my people, or something more systemic.  Any thoughts?
