When attempting to copy resources from one sub-project to another only the resources in the Resource field are copied and the ones in the drop down list are not. Is this a bug?

Can you provide more context. Where are you trying to do this? Are you trying to copy/paste the Resources field from the Work plan? Where is the drop down located? Please provide screen captures for a better understanding of what you are trying to do and steps you are taking.

I am following up as I have not heard back from you on this.
Your input would be greatly appreciated as I have approximately 150+ projects to update with multiple new resources and to do one at a time would take many, many hours to do which is unacceptable to our organization.

My apologies for the slow response. It sounds like what you are trying to do is to add/update the Resources on Projects within your system. Copy/Paste is not the recommended way of doing this. The way to do this is to utilize our Data Loader. In order to use Data Loader, you can use the following links...
