I am an admin and I can't see a custom report someone created and they seem to not be able to share the report, what do I do?

Apparently there is a System Setting 8.18 (Settings > System Settings > 8.18) that prevent users from sharing reports. We have a hot fix to change the naming of this setting as it caused a lot of confusion. Please go ahead and turn this setting off and have a user try to share a report. Let me know of your findings.
