When downloading apps, do they need to be downloaded individually for everyone?

We downloaded the Outlook integration app so you have the tasks in the Outlook toolbar and can mark complete, etc. Two of us already had to download the app separately and when sharing with another employee he received an alert that he couldn't download the app because he wasn't an Admin. How can we get this app to be available for all of our users?
