Hi Dana,
The best method to email a Resource once a predecessor has been completed would be going to "Settings > Alerts > 2.3" and enable this setting. Please see screenshot.

What is the best method to email a Resource once a Predecessor has been completed? We are not currently using Actual End Date but may do so in the future.
