Hi Stacy,
The exclamation mark means that a system calculation is running in the background. Usually this is related to dates or financial information being updated. You can also click on it and press "recalculate" and it should go away in a few minutes or less.

I meant to say the following:
The question mark could come up in a few scenarios...
1 - You will see ? in % Complete if the Actual Effort is greater than Planned Work
2 - You will see ? in % Complete if the time entered on items completed & reopened.
3 - It must be that a work item was marked as completed and then reopened. In this case you would just have to re-enter a % completion.
4 - There are manually set fields that affect the % complete
