Actual effort not displaying consistently

We have an issue with our email quick reporting that is sent out to users without  a license.  For some reason actual effort is not accessible for some projects, but on others it is.  Can you let us know what we are doing wrong?  I've attached an email but was hoping to get some clarification on the settings.

Great question! This is likely related to** Actual Effort Updated from Timesheet setting **being set to true for some of your work items while false for others. Once this setting in on, the system expects the Actual Effort to be updated from timesheet and allows users that do not have access to timesheet to report %Complete and Remaining Effort via the Update Progress Email.
