Can you set a default start date for a project in the template?

When we create projects using our templates, until we have agreed specific start dates for each milestone & task we have the start date set as default 01/01/1999.  We do this because of the level of reporting we require.

We have to remember to set the default date of 01/01/1999 when we are creating the project on the "add new project" window, if we forget to do this then the system uses todays date and we have to manually go through and change all the dates in the project.

Ideally we would like to be able to set the default start date of 01/01/99 in the project template so when we create a new project from that template our default start date is already showing. 

I can't seem to find a way to do this, can you help?
