Admin only have access to settings. To be able to change resources on a project plan created by someone else, the user would need to be have "Super User" permission.

Why can't an admin change resources on another user's project plan?
One of my admin users is trying to change resources on a project plan created by someone who is currently out on maternity leave and he is unable to do so. I can make the change without problem (I'm also an admin). We appear to be set up the exact same way in regards to user type. Is there something I'm missing? Thank you!

I do I change this user's permissions so he is a "Super User?"

Super User is a global permission that can be edited in the People Module. Locate the user in the People module, click into his/her account, and enable the toggle field 'Super User' under Global Settings.

Go to the User Property Card and in the Global Permission section hover over where it says Super User (on right) and toggle on the permission.
