Does IE9 prevent you from viewing attachements?

I have an employee who is on IE9, but can't view attachments. It prompts them to download the same plugin that occurs in Chrome, but then is never able to view the attachment. Is there a work around for this?

IE9 should work and since you are able to reproduce on Chrome makes me believe this may be a browser security setting. Can you provide more details on the plugin information that you are asked to download as well as any screen captures.
