How to set up % complete = Expected Progress

I am using the following formula by the % complete is not updated, any idea why.

Matt,

This is not Best Practice. The %Complete is auto-calculated by changes in other fields so this is not the best method. Also, %Complete and Expected Progress are not the same and are handled differently by the system.

What is your Use Case and what are you trying to accomplish?
