I'm trying to create a View in the Projects Module that displays a chart showing all Active Projects by Project Manager. However, when I edit the View, I don't see an option to select Project Manager for the x-axis. There has to be a way to create a chart that shows all projects by PM. I don't want a listing or Grid. I want a chart.

I see what you want to do. You want to show a graph that shows number of Projects per PM as an example. Filters are the only way to show views by PM and even then it is not going to accomplish what you want.
We do have Reports and Dashboards coming in February that will give you what you want. Currently, the release date is February 22nd.
