These are fixed and linked to specific Views, if deleted they are lost. In future release of Panels, this will be customizable. In the meantime, if you manually/accidentally deleted a view such as "My Projects" which is used to show Projects on your Homepage there is no way to recover this on your side. We would need to escalate this to Engineering and have this recovered from the database.
If this is the case, please open a case with this information (request that the case is sent to me) and we will recover it for you.
As mentioned previously, in the future you will have the ability to recover and specify which views are used as the panels seen in the Homepage.
