Hi Christina,
You would need to make her active again, then revoke the license. Once you do that, the license should be free. Then, you can delete or suspend the user again.

How do I reinstate a user that had a license?
I had a user that left the company. Her license was suspended and she is showing up with a strike-through in her name in the system.
How can I reinstate her license without having to recreate her into the system? Basic, dumbed down response because I do not know the system that well.
