How to fix an executable validation error?

Our users getting a validation error when trying to enter time in their time-sheet against a particular work item.

They were successfully able to enter time against that item on the Monday, but when trying to enter time on the same item on the Tuesday it is popping up with the following error (screenshot attached)

"You cannot report progress on work item Activity Area E - Documentation because it's not executable. Verify the work item is active and all predecessors are completed."

I have checked the work item, and it is active and it has no predecessors - So I do not know why we are getting this error, nor how to fix it.

Sophie, 

A task being Active is not the same as Executable. Please add the Executable column at the Work Plan and verify that the work item is executable (green icon). Also, how is the time reported on the work item? Could it be possible that you have multiple users and the leaf reporting is set to Individual instead of shared...and this user has entered there full time allocated? This would lock the user from adding more time as their portion of the time entry is complete. 

Further troubleshooting may require you to open a ticket and provide us access to review.
