No, a user does not need a Clarizen license to submit a request. Using 'Email to Case' within Interact will allow any user to send an email to request@<domain>.clarizenmail.com and it will open a request in Clarizen. The only time a user license is required is if you want to use Interact rules to send emails directly to work items (i.e. projects or tasks)
