External Users and Team View

I am setting up a new Profile for an upcoming implementation, and I am seeing something unexpected when it comes to extenral users.  I have 2 test trial users, one internal and one external.  I created a User Group for the project, including all team members, and both of my test users are in this group.

I have a few projects, created by another user in the project User Group.  When I am logged in as the internal test user, if I choose the project User Group in the team view, and choose "Everyone", I see the projects.  When I do the same thing as the external user, I don't see the projects.

Is this expected?  If so, is there any way I can override this behavior?
