Hello,
The default is just that, the default Work Policy used within the Organization when creating new Projects, Milestones and Tasks. This can be manually changed at any time as necessary and you can have Projects that are Fixed Work, Duration or Unit%. It is not recommended to mix them within the same Project plan as it could cause some confusing behavior in the way the fields are auto-calculated.
