when I attach a file against a task within a project why is this document not visible on the top level project view. I thought that the top view of the project would show all documents that have been associated with the project. A roll up from the task level.

Unfortunately this is by design, however with some advanced configuration and usage of Custom Panels you may be able to achieve a similar use case.

The project level files is not a roll up field. This can be done via customization. However, we have an unpublished app for this in the meantime. Please refer to the link below to install it onto your environment:

I have installed the app, it is working good for the new attachment of files but i need roll up for existing files also. may I know is that possible?

It is possible, but you would require creating a different customization (I would recommend talking to your PS Consultant or CSM since we don't have an pre-built app for this).
