Yes, you can use the Move function in the Toolbar Ribbon. It can be seen when you click on 'Misc' link.

Using Data Loader to load several projects under and existing project
I have loaded projects, but never tried to assign them to an existing parent project. Can i do that?

As for Data Loader, you can do this and would need to do an update to the existing Project that you want to add a new Project to. For further assistance, see the Data Loader documentation below...
