Allow different types of users see different items in the navigation panel

As an admin, I'd like to be able to see everything in the navigation panel, so that, for example, I could create customers. But I don't want any other users to see the Customers link in the nav panel. It would be nice to have different types of users or user profiles that would allow us to control which users see which items in the navigation panel.
