Edit Standard Fields
I would like to put a Description and Tooltip on some standard fields to help to explain to my users what they mean. Specifically I want a tooltip on case Priority to explain that 1 is Highest and 5 is Lowest. You can keep the data type/etc though :-)

Hi there - so there is not a way to edit standard fields? I'm trying to update the Reportable field and update the default to "checked"

There are a few standard fields that can be edited. You can see these by going to Settings --> Configure and searching through the Standard Fields. Those that have a Edit link are editable. For example, State.
Reportable is not editable, you do not want this field checked by default because having a work item reportable can have an effect on other work items. for example, if you set a Project to reportable, all sub work items are not reportable because you cannot have two work items in the same hierarchy that are reportable as this can cause duplication of time entries.
