Individual Settings/Admin Rights per Portfolio/Project

Hello,

It would be nice to be able to set system settings, configurations, fields, workflow rules, etc, as well as assign specific user Admins on a project-by-project (or portfolio-by-portfolio) basis.  This would make is easier to configure settings for different departments or agencies within an organization, and allow for specific calendar and progress update e-mail schedules beyond the current User Group workarounds.
