Technically, this can be done with a Workflow rule that simply shows a pop up when a new Request comes in. If you want to submit this request still let me know. If you want to try the workflow, you can try to create it at the Case item type (workflow), with a runtime of 'Only when a record is created'. Evaluation Criteria would be Always Run and then you would use the Set Action = Notify (Popup Notification. This would allow you to notify the Current User or a Selected User or Group which would probably be best for you.
