Hi Anne,
You can actually create a custom action that will create a new discussion group and it will show in the navigation panel.

Add New Discussion Group to Navigation Bar
The only way I can find to add new Discussion Groups is when you're on the Social page. It would be convenient to also have it on the Navigation Bar - Choose New and Discussion Group.
