We have enabled the Password expiry for normal user. Is there any possibility to create user only one user for API without password expiration?
Or do we have an option use access token to login for API user?
Or do we have an option to create user only for API access with read, write, read and write access?

We do support oAuth2 so you can authenticate with a token after generating one.
Registering an oAuth2 application is currently a manual process and needs to be performed by Clarizen. If you would like more details on this, let me know.
