when I add new issue via API I want to automatically send email notification to interested employee. Is there a possibility to send email notification to address from (for example) 'Reported By Email' field?

This one probably belongs in the Customizations forum.
Anyway, you should use a workflow rule. In the Send Email action check 'Formula based recipients' and select the required field. 'Formula options' will assist you with that.
