I have a project Manager on projects and sections are independently managed by managers in their field. Can I give them access to the Project view and have only their part of a project show up in hierarchical format? Can they be a Team Member?

Can that person be a Team member or do they need to be a Full member? It Appears that they cannot see projects in a hierarchical format as in through the Projects menu item unless they are a full member.

Bill, that is correct. In order to see Projects you need to be a Full License user.

How would I upgrade a license? In the past there was a multi step process to upgrade vs buying an extra license. Is that still the case or is their a new process that allows upgrades of existing licenses?

I am not aware of any "new" processes for this but you may want to speak with your Account Executive for a smooth transition.
