On one of the webinars I've attended I've seen a user set up where on the navigation pane there was a separate Issues module and Bug module. Is it something that needs to be purchased separately or part of a standard set up? It seemed that using Bugs module was easier then issues, especially for developers and qa. Please let me know

Bugs and Risks modules are available out of the box the same as Requests and Issues. You likely do not have them added to your Navigation Pane within Settings --> Profiles. There you can add the modules to the Navigation Pane
