I'm in the process or re-tagging some projects for reporting purposes and I'd like to simply append topics without disturbing the ones already tagged. I know I can do a copy and paste of cells, but that will wipe out my existing tags. How can I simply append a topic to ones already existing in the field quickly?

If you are referring to topics relation at the project level, you can use Data Loader to upload Topics. Here is documentation on Data loader and how you can use it...
