Adding Repetitious Sub Tasks

I have a number of tasks within a project. I would like to add the subtasks 'Design", 'Develop' and 'Test' to each task. Is there a way to do this without having to manually enter them all separately?

Yes. You could do this by way of Custom Action and creating a NewObject "Task" type who's parent is the "CurrentObject()". If this is something which you don't know how to do please contact your CSM.
