i think we need further information. Where does this file exist? Is it already in Clarizen or elsewhere? Will it be the same file for every task?
If it's the same file each time I'd suggest using a custom workflow to add it, separate from the Data Loader. Otherwise you'll have to get file Id from system and mess around with the Excel format to correctly upload..
