Are your filters fixed or are they set at runtime? If they are set at runtime, this is not possible. If they are fixed and are not changed, then there could be an issue you have come across as this should work. Only other concern is whether the user(s) have proper permissions to the data in the report.
Sharing reports with filters unchanged
When I share my reports to internal users my set filters do not apply to what they see. This makes the report unusable for them. How can I share reports showing my filters?

If I check the box "set at run time" or not, either way my original filters do not apply when my team looks at the report. All users should have permissions to view the data in the report. Where do I go to check that this is set as such?
All of the users I will share my reports with are full users. So, should I submit this problem as an issue to be resolved? Or can you resolve it for me?
