You can setup a workflow to run on new requests that automatically add the appropriate folks as team members. Not sure if that will solve what you are asking for - you can have visibility to all requests if you don't have enhanced permissions turned on in your environment.
Access to "Requests"
I have the ability for multiple folks to enter request on behalf of ie.( a help desk) and I need to have all the individuals working the help desk be able to view all the request entered so they can assign and delegate the items. Without making all my help desk team members super users or assigning them as an individual team member - what are other options available.
