I have made the object "work item" required by creating a validation rule when you add a new or edit a risk. However, on the basic view screen, when you hit the add risk button there is no way to select the work item before you get the validation error. Is there any way to fix this or do users always have to create a new risk using "Add Mode/Edit Mode through the project and work item.

We had a similar issue and have created a Custom Action for 'Add new risk' so that we can then link to a 'work item' from the entry pop up. This is working very well for us.
This Custom Action shows in the cases panel within a project or in the case/issues views.
I would recommend using a custom action as Phil suggested.
