Unfortunately, this is not possible in Chrome as the functionality was disabled by Google and there is nothing that we can do about it.

Open FIle Shortcut with CHrome
Is it possible to open a file using a shortcut in Chrome?
I have tried to install the addin without a change.
I have been able to implement it in Firefox and IE.

In case you were wondering, the reason Google is blocking this functionality was due to security concerns.
