You can create a validation rule that would prevent team members from making changes on any request unless they are the request owner. Would this fulfil your use case?

For enhanced permissions, ability to assign (reviewer roles) to cases
Under the Enhanced Permission Level - it would be great to have the ability to assign read rights (reviewer role) to individuals without making everyone a team members on cases (specifically request) this would allow others to view the request without have the rights to change the request.
