User Cannot Log a Case

I have a user that has all the buttons disabled when I try to get him to add a related case to a project.  The problem is that I have a test user that visually has the same set up and it is visible for that user.  The only thing I can think is that this user started as an email only user and was upgraded to a full user.  Is there some sort of indicator that doesn't automatically get turned back on?  Please help as it is critical he be able to log a case.

What are his permissions on the project? Is he set up as a reviewer? Can you assign him as a resource to the task where he needs to add a related case and see if that allows him to add the file? If that doesn't work I would recommend opening up a ticket so that we can get in there and investigate. Thanks!

He is a reviewer on the parent project as well as the project manager on a sub project and he cannot log a case at the project level.  I will have him check once he's a resource, but my understanding was the cases could be logged against anything you can see.  Is that not correct?
