Create a Report on an object with a dependency to another

Trying to get projects where two milestones exist and each have a specific percentage complete. Use case is A (filter 1) needs to have started if B (filter 2) has started. So I’m trying to isolate where A has not started but B has. If I use OR in my logic, it will show the Milestones but will include Milestones where one meets criteria but the other does not.  I need to build a report that will show ONLY Milestones (grouped by Project) where Milestone A has %Complete = 0 AND (not OR) Milestone B has %Complete > 0.
