Reports - Two Even Columns

I have a report that includes a highlight, a chart and a table. If I place it in the left hand column, I have the toggle that allows to Show highlights, along with the table. If I place it in the right hand column I don't have the toggle and must select highlight OR chart OR table.

Use Case:
The use case I have is that you want to have two panels that mirror each other on both sides. For example – tasks closed on the left, tasks coming due on the right. Then I can’t do a true mirroring – one can’t have the highlight.
