Having an issue with Job Titles

When I look at the existing Job Titles they have a pane at the bottom showing the users in the Job Title and allowing me to add new users. However if I create a new Job Title from scratch that pane is not there.

Am I don't something wrong?

You are not doing anything wrong. That panel will show up as soon as there are users that have been assigned that job title.  If there are no users with the job title, that panel will not be there. You can assign users that job title by clicking on "Add Related..." in the lower right.
