With the API you have to use the API id of the entity (instead of the number you used 133304833), i.e. the value of External ID you'd see in the User properties.

How did you get the user number? If you used the Clarizen UI add the External Id column to the view (use the gear icon -> columns) and use it.
If you use the API (e.g. some query option), you get the id with the result.
Check the documentation for more information.
