Resizing images before attaching into expense reports

Use case: If images such as receipts are attached and configured to be added to PDF Reports via Document Publisher using PPR or PHR or Other customization, images with large sizes will show too large (blown up) in the PDF and are unreadable.

Want to have the ability of a resizing tool before attaching the images to set to a set size (i.e. 800x600 or similar). Small enough to fit on normal page (8.5x11) and still be seen (visibility of image not compromised).
