Allow resource leave (calendar) updates by Project Managers

As per post https://goo.gl/ZoBJ34 not all resources have licenses and therefore cannot capture their leave. There are too many resources for an admin to capture leave for everyone - and the project managers do not have the ability to therefore have accurate resource leave calendars driving their schedules.

The request is to allow Project Managers to submit or create work exceptions in the resource calendars. A 'simple' way of doing this might be to update the PTO app to allow PM's to submit PTO on behalf of someone else - and these can be auto-accepted?

No updates yet, stage 2 of 5 for feature requests. State 3 is where it would get an ETA. The priority score is low, so we need more customers to request this as well to bump up the priority.
