This is related to permissions and security. You can get around it by posting links to Google Docs or Box files which they have permissions to access.

FollowFiles in Widgets
Hi,
I have lots of business users to whom I send widgets since they do not have Clarizen licenses. Is there a reason to why they can see the Files module and the name of the files but they cannot view the actual files? I'm aware that it can be licensing limitations, is there a way around this problem?
I've tried:
- Enabling links (I know this only works for licensed users

You mentioned that its related permissions and security. I am an admin in our system and I'd like to be able to change the permissions and security so that our customers with access to widgets can download or view files if we enable the files panel. Please provide instructions on how to do this.

I don't believe there is any setting that will allow you to do that. When you share a widget with people that do not have a license, they can easily forward the link to that widget to anyone. If they were to post the link in a public place, the whole internet would have access to those files. The best option is sharing the URL of a Google Doc or Box file so there is security behind the link (with Google you also do have the option of creating a public file, but I wouldn't recommend it).
Even when making the files in Box and adding them as files via Clarizen, it doesn't allow external users to view those files by clicking the links in the shared widget. It's absolutely ridiculous.
Has this ever been resolved? What good is a WBS (roadmap) without the Work Package?
You can assign licenses to those that need access to the files or store links to online files (Google Docs, Box, etc.)
