There is no way to do that since it would break the system's financial calculations around customers. The solution is to assign customers on the lowest project level possible.

Customer added to program is also added to a child project
When you add a customer object on the higher level, the child project will automatically have the customer added.
Often it is not the case that the customer involved on the portfolio or program level is also involved on the lower project level. Therefore we would like to have the possibility to cancel this functionality.
