Have you tried turning on enhanced permissions? If you don't have that setting turned on permissions won't function like you described. Once you turn it on though users will only have visibility to items where they have some form of role.
Social User: access to risks and issues (cases)
Hi, I have started to set up Social users and I noticed that they have access to all risks and issues (cases) in the system. I do not want that, I want them to look at risks and issues only where they have added as "team members" to the case. Is this something I could do? Thanks, Adam

Forgot to mention - it is setting 3.1 under "System Settings" tab of Settings. Change that from "Basic" to "Enhanced" and it should do what you are asking.
Nathan offered one option that could work. However, it will work across the system even if the user type is Full - therefore, my suggestion would be set all social users as external users.

The suggestion to set them as External users worked although by doing so they cannot be tagged (@) in posts anymore, which is not good.
I have turned on enhanced permissions and tweaked the permission settings, so everything works now as expected. Thanks.
