Resource authority to secure what you can do over which resources

We need to have a Resource authority model - so that you can secure which resources a manager has authority over, so that they can assign those resources on projects.
You should be able to assign resource authority mgr/role on a project, so that a single project could have multiple resource managers who will be able to staff that project (and NOT make other changes to the project structure, as they are NOT the Project Manager). Resource Managers should ONLY be able to assign resources who are direct reports, or anyone UNDER them in the resource hierarchy. Same goes for Groups - if you're the OWNER of the group, you should be able to assign resources in that group, as you're inheriting resource authority over those resources (and subgroups' resources).
