Can I assume these statements stated in the glossary still hold true?
Scheduled workflow rule runtime options include:
The total number of items that can be processed during a given hour of a rule run is 10,000.
Deleted item, Disabled users/job titles/customers, Canceled work items, and Items that have not been updated in over 8 weeks are not included in a scheduled run.
Scheduled workflow rules are only supported in Clarizen Enterprise and Unlimited Editions.
If I set a schedule time of 10am, how soon around that time would we expect the workflow rule to execute?

The schedule does not take daylight savings into consideration and the timing can vary based on the load on the job servers. Generally it happens close to the selected time, but it can be up to several hours afterwards in certain situations.
